Culture Victory: The Complete Guide

Culture Victory is won by attracting more foreign tourists than any other civilization has domestic tourists. It's a quieter path than Domination, but just as competitive once it gets going.

What actually generates tourism
  • Great Works of Art, Writing, and Music, housed in the right buildings
  • Wonders — most generate tourism on their own once built
  • A religion with tourism-boosting beliefs
  • National Parks and, later, Rock Bands touring other civilizations

How Culture Victory Works

You win when your foreign tourist count exceeds every other civilization's domestic tourist count at the same time. Domestic tourists come from your own accumulated culture; foreign tourists arrive based on your tourism output relative to theirs. In practice, that means you're not just building your own culture — you're actively out-competing everyone else's, so watch the leaderboard, not just your own numbers.

Open borders and trade routes with civilizations you want to influence matter more than most players expect — tourists can't visit if they can't get in.

Early Game

Wonders and Great Works Slots

Prioritize Wonders you can realistically build, and get Amphitheaters and Art Museums up to hold the Great Works you'll acquire.

Mid Game

Found a Tourism-Friendly Religion

If you can found a religion, pick beliefs that boost tourism or Great Person points — it compounds with everything else you're doing.

Late Game

National Parks and Rock Bands

Set up National Parks over your best natural terrain, and use Rock Bands to tour directly into rival civilizations' territory once available.

Common Mistakes

Building Wonders with nowhere to put Great Works

A Wonder is only half the equation — make sure you have Amphitheaters and Art Museums ready to actually house what you earn.

Staying isolated

Foreign tourists need open borders or trade routes to reach you. A closed empire caps its own culture win before it starts.

Watching your own culture instead of the leaderboard

Culture Victory is relative — track how close your rivals are to their own domestic tourist thresholds, not just your output.
